Development Review - Subdivision Plan Review

Subdivision defined: Any change in property lines may constitute a subdivision unless the situation meets the criteria for exemption outlined in the State of Maryland regulations. In Maryland, Off-conveyances and Remainders are often subject to subdivision regulations.

[Note: The process outlined below refers only to the process of subdividing from the standpoint of the Health Department. Other appropriate agencies, e.g. Carroll County Development Review, should be contacted to ensure County requirements are met.]

These are the basic steps, as required by Maryland regulations, to follow if your property change is deemed a subdivision:

Individual Wells or Septic Lot(s)
  1. Hire a Surveyor to prepare and submit a Preliminary Plan to the Health Department for review along with an Application for Review of Well/Septic Plan for Lots, Parcels, or Accessory dwelling Units. All pertinent Well/Septic Checklist requirements must be addressed.
  2. Upon Health Department approval, hire an excavator to conduct percolation tests.
  3. Pay appropriate Health Department fees. (Percolation Test, Plan Review, Administrative)
  4. Schedule percolation tests with Health Department or Health Department approved independent contractor.
  5. Conduct percolation tests with Health Department Representative and Surveyor present.
  6. Surveyor submits Final Preliminary Plan to Health Department for final review.
  7. Upon final approval, surveyor submits record plat for approval.
  8. Subdivision must be recorded with Carroll County Government within 6 months of final approval or Health Department Final Preliminary approval becomes null and void.

Public Water/Public Sewer Lot(s)
[Note: Proposed Subdivisions submitted under this heading must be in compliance with the Carroll County Master Plan and cannot exceed the allocations of the appropriate treatment plants.]
  1. Hire a Surveyor to prepare and submit a Preliminary Plan to the Health Department for review. All Well/Septic Plan Checklist requirements pertaining to public water and/or sewer must be addressed.
  2. Upon approval, Surveyor submits record plat for review.
