Emergency Response Division,
Communicable Disease Program

Following the events of 9/11 and the subsequent anthrax mailings, the Emergency Response Division began working with local agencies to form the Carroll County Disaster Preparedness Group. The Group provides a forum for information exchange, education, coordination of planning efforts, and open dialogue among stakeholders to preserve the health and safety of the citizens of Carroll County.

Our Mission

The Emergency Response Division works with other government agencies and private industry to plan for an integrated response to, and recovery from, an act of bioterrorism or any other public health emergency. Involved agencies regularly participate in disaster training and exercises to ensure a coordinated response to a disaster that would affect Carroll County.

The Special Populations Emergency Planning Committee is a subdivision of the Disaster Preparedness Group.

 

The term “special population” refers to any group which may have additional needs before, during and after an emergency.  Members of this population include: physically or mentally disabled, those who live in institutionalized settings, limited or non-English speaking individuals, those from diverse cultures, the frail and elderly, homeless and children. 

 

Our Mission:

The Special Populations Emergency Planning Committee was formed in collaboration with the Carroll County Health Department and the Carroll County Office of Public Safety Support Services.  Our mission is to provide the support and information needed by the community to more effectively prepare for, and recover from, an emergency.  We assist in building, strengthening and maintaining relationships between the emergency response and the special population communities within our county in order to facilitate emergency preparedness.
