Mental Health - About CCCSA

The Carroll County Core Service Agency (CCCSA) is the public mental health authority for Carroll County, Maryland. We plan for, manage and evaluate publicly funded mental health services. We do not, however, provide any direct clinical services from our offices. CCCSA operates within the Carroll County Health Department, and was established in 1998. The Annual Plan describes the Public Mental Health System in Carroll County, and our current goals, objectives and strategies. 

The CCCSA works closely with the Maryland Mental Hygiene Administration (MHA), which is the State public mental health authority. Most of the funding CCCSA receives for mental health services comes from MHA.

ValueOptions is the Administrative Service Organization that authorizes most mental health services and processes claims for these services. ValueOptions is a vital business partner with the CCCSA.

The Carroll County Behavioral Health and Addictions Advisory Council (CCBHAAC) serves as a quasi-Board of Directors for the CCCSA, and assists us in conducting a number of our duties.

The mission of the Carroll County Core Service Agency is to plan, promote and oversee a continuum of private and public mental health services and supports for the Carroll County community.

We envision a comprehensive and integrated system of quality mental health care and supports to assist individuals with psychiatric disorders to attain their highest level of self-sufficiency within the community.

Values
We believe empowerment stems from being well informed, and we must provide our community with the tools they need to find assistance and make informed decisions.  The array of services must operate in coordination with existing services to avoid fragmentation and duplication.  They must operate with efficiency and accountability to their purpose.  We will honor the premise of self direction and choice.  Services shall be timely, and accessible within our own community to prevent isolation from natural support systems.  Families will be assisted in their efforts to support their family members toward recovery.

    Sandy came aboard in July, 1998 as Office Secretary, and coordinates all the activities of the CCCSA and Carroll County Behavioral Health and Addictions Council. Sandy may be reached at (410) 876-4800.
  • Coordinator of Adult Services: Amy Baker
    Amy provides technical assistance and consultation to mental health providers on difficult situations and oversees grant-funded adult services. She also authorizes all residential rehabilitation program placements and mental health vocational services.  Amy may be reached at (410) 876-4910.
