MENTAL HEALTH - PMHS Services Information

Eligibility for services is determined by the Maryland Mental Hygiene Administration (MHA). Consumers receiving Public Mental Health Services in Maryland must have Maryland Medical Assistance or Maryland Primary Adult Care (PAC)  Program. Some services are restricted to people with specific diagnoses (Priority Population Definition - PDF). Please use links in the previous sentence to MHA or Value Options for more complete information.

Maryland Medical Assistance applications are processed through local Departments of Social Services. The Carroll County Department of Social Services is located at 10 Distillery Drive in Westminster, Maryland. To arrange for an appointment, please call (410) 386-3300.

Maryland Children's Health Insurance Program (MCHIP) provides Maryland Medical Assistance to eligible youth under age 19. Applications are available through the Carroll County Department of Social Services, or the Carroll County Health Department, located at 290 South Center Street in Westminster, Maryland. Maryland Primary Adult Care Program applications are available through the previous link or by calling the Carroll County Core Service Agency at (410) 876-4800. Applications must be mailed to PAC Program Application, P.O. Box 386, Baltimore, MD 21203-0386 to be considered. Eligibility is usually established in about 30 days. Pre-Authorization of Services
Most services must be pre-authorized by Value Options or the Carroll County Core Service Agency. It is the responsibility of the service provider to obtain necessary authorizations. People seeking traditional outpatient therapy may simply arrange for an intake appointment with a service provider, who will get the necessary authorizations.  (Descriptions of various mental health services are listed below.)Information about providers may be obtained through the web site.
