H1N1 (SWINE FLU) UPDATE

GLOBAL:  The World Health Organization reports, as of 20 September 2009, at least 318,925 cases of laboratory confirmed H1N1 virus with at least 3,917 worldwide deaths.

 

WHO’s Global Pandemic Phase remains at SIX (the highest).  Measures spread, not severity.

 

NATIONAL:  U. S. has reported continued increases in activity for the last 2 to 3 weeks, primarily in the southeast but now also in the upper midwest and the northeast.

 

There continues to be no evidence that the H1N1 virus has mutated to cause any more serious morbidity and mortality than it has since April.

 

MARYLAND:  The State has experienced its eighth death associated with H1N1 (Swine) Flu.  This case involved a youth from the Baltimore metro area with serious underlying medical conditions. 

 

Influenza activity in the State remains WIDESPREAD (the highest rating). Maryland shares this rating with 25 other states, up from 20 states last week. All indictors of activity are up (lab tests, hospitalizations, etc.).

 

CARROLL COUNTY:  The second seasonal mass influenza clinic sponsored by the Carroll County Health Department (CCHD) will take place on Wednesday, 30 September 2009 at the Health Department building from 9:00 am to 4:00 pm.

Vaccine ordering and Distribution:  ANY provider wishing to receive and administer H1N1 vaccine MUST preregister on the State Health Department’s website www.dhmh.state.md.us.  This is the listing as of 21 September 2009:

States will be able to place their first orders for the 2009 H1N1 vaccine on Wednesday, 30 September 2009.  Approximately 3 million doses of vaccine are expected to be available nationally at that time.  10 to 20 million doses of vaccine are expected to be available for distribution each week after the first week of October.

 

 

Provider Agreement:  The State Health Secretary has approved the release of 

the Provider Agreement.  The State Health Department will be sending it to the providers preregistered on the website at the address provided when preregistration occurred.  Acceptance of the terms and conditions in the Provider Agreement and submission of the document to the State will be done electronically. The Provider Agreement will be in Survey Monkey format. We have attempted to secure a complete blank copy of the document for your inspection but have not been able to do so as of now.

 

Mass Vaccinators:  CCHD has now received approximately 170 completed applications for temporary State employment at CCHD from nurses interested in serving as mass vaccinators.

 

Mass Vaccination Centers:  CCHD will begin establishing mass vaccination centers early in November, CONTINGENT ON RECEIPT OF ADEQUATE AMOUNTS OF VACCINE.  Initial operations will offer the H1N1 immunization to the Phase I priority group (see 22 September 2009 Update (www.carrollhealthdepartment.dhmh.md.gov) and include up to 20 vaccinating nurses until the actual demand for the vaccine is determined.  Staffing of subsequent Centers will be adjusted accordingly.

 

CURRENT PUBLIC HEALTH RECOMMENDATION FOR A CARROLL COUNTY RESPONSE:

·       The public safety community (broadly defined) needs to be making arrangements with the Carroll County Volunteer Emergency Services Association to receive their H1N1 immunizations from selected EMT-Paramedics.  Optional Supplemental Protocol approved by MIEMSS to provide for this.

·       Carroll Hospital Center needs to be making arrangements to immunize all its health care workers (broadly defined) against H1N1.
